Individual states are making a strong push towards regulated online gambling in the US, but online casinos are for the most part being left out of new proposals. California, Florida, and Iowa are all looking to pass new online gaming laws, but each is only looking to regulate online poker.

For many lawmakers, the distinction between luck and skill plays a major part in whether or not they are in favor of a particular online gambling bill. While many lawmakers consider poker a game of skill, they believe slots are luck.

The distinction, according to several analysts, should not be the main focus of the legislation. The more pressing issue for pro-gambling lawmakers is that gamblers should be allowed to do what they want with their money regardless of whether it is luck or not.

Representative Barney Frank has been arguing for years that Americans should not be subjected to an unregulated online gambling market. Currently, millions of US residents are forced to send their gambling money to foreign online operators.

California actually has two bills on the table, one that would regulate all online gambling, including casinos, and another that focuses only on online poker. It is likely that the poker bill will be the one with the best chance to pass.

Iowa is also moving closer to regulation of online poker. Legislation has passed a Senate Committee and is now headed towards a full-scale debate. If regulated, online poker would bring in millions of dollars to the state budget from tax revenue.
